Andhra Pradesh: The Telugu Desam Party + Janasena + BJP government is facing criticism for its handling of Panchayat Secretary promotions, as employees struggle with an increasing workload and minimal pay hikes. Instead of filling vacant positions, the government is assigning additional responsibilities to existing staff, leading to concerns about efficiency and employee well-being.
Increased Workload, Minimal Benefits
Many Panchayat Secretaries are now responsible for managing two to three panchayats, significantly adding to their workload. Tasks previously handled by volunteers, such as door-to-door (D2D) pension distribution, have also been shifted to them.
Employees have voiced frustration over what they call ‘dry promotions’—new titles with little financial gain. “The workload keeps increasing, but the salary hike is negligible. Instead of hiring new staff, we are being overburdened,” said a Panchayat Secretary from a rural district.
Impact on Public Services
Experts warn that overburdening Panchayat Secretaries could reduce the effectiveness of local governance. “When one official is stretched across multiple villages, service quality suffers, and public grievances remain unresolved,” said a rural governance analyst.
With rural development being a key priority, stakeholders are urging the government to address the issue. Employee unions and opposition leaders are demanding immediate recruitment to fill vacant posts and ease the burden on existing staff.
Calls for Government Action
The government defends the move as a temporary measure, but employees argue that sustainable solutions are needed. “If the state truly values rural development, it must invest in a sufficient workforce instead of overloading existing employees,” said another official.
As protests grow and pressure mounts, the government will need to decide whether to continue with its current approach or implement long-term staffing solutions.
